Please i wanna confirm when using Hide Ip is it possible that someone can still be trace ? & also if the network someone is using if they can spy one you or security service ?

My question is this when using Hide Ip can someone be traceable cause some people do say still it's traceable when using Hide Ip & i don't know using this program if my ISP can spy on me or security service ?
