I know this 'll sound weird but i wanna know is it possible when using HMIP & someone can still be traced by cookies ?

That's a very general question, so the answer has to be possibly yes.
so what are the possibilities someone can stop that ? or there's no way to stop it ?

The question is too general for me to give a specific answer. "Traced by cookies" means what to you?
